<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">I am making a film about Brussels, trying to. I have been busy with this project for a while, walking through the city, talking to people, taking images. And I would like to discuss some of the issues/questions I am dealing with in the form of a public dialogue on May 5, at 20.30 at the Beursschouwburg. The best way to talk about my film is to talk about another film, one that already exists and which has been of much inspiration for my own. Last Saturday I travelled to Amsterdam to meet Peter Van Huystee. He&#8217;s the producer of “Amsterdam Global Village” by Johan Van Der Keuken, possibly one of the most intriguing films made about a city. </span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">Cities are complex, layered entities. They are like fossils, which retain the imprint of past events, and like living organisms, animated by different activies and traversed by disparate human trajectories. Many stories could be told about any single city but Van Der Keuken tells the story of the city itself, not its history, not a nostalgic celebration of the past, but a frank portrait of its present condition. This is a hell of a decision to take. It is like saying that you have found a way of reproducing something which in fact can never be fully grasped or summed up. So if you go for it, you must have some good reasons.</span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">My talk to Pieter Van Huystee quickly turns out to be about this, about the good reasons that push someone to make a film in a certain way. He tells me that Johan Van Der Keuken was returning from a long trip abroad one night when he found a tramp sleeping on his doorstep. He was annoyed because he had to climb over the tramp to reach to his door. The next day he started thinking about his annoyance, about the fact that normally he would have felt some empathy for the homeless man, that during his travels abroad he always tried to keep an open mind about the strange things he saw&#8230;basically, with these questions in mind he went up to his producer and told  him that it was time to make a film.</span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">I like this anecdote very much because it reveals something essential about films, namely the fact that they are born from within the heart of their maker -from a discomfort or a tension, with oneself or the world, emotionally or intellectually &#8211; and that self-criticism is there from the very begining.</span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">In his film script Van Der Keuken describes a city that has changed, neighborhoods which he rarely visited before and where he sometimes feels out of place. Instead of harking back to the old village or claim some sort of ancestral right as to how things should be, he writes that “Amsterdam is the place where I should film the turmoil in the world, to try to turn the unknown into the familiar”. This is the essential, strong decision behind the film and you see it at work in all the images to come. From the young Moroccan courier zooming through the streets to deliver photographs to the Nigerian funeral party or the Japanese kindergarden, we are taken beyond the surface value of faces and situations into moments of real encounters. </span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">At one point Van Huystee asks me at what moment I decided to make this film.  I remember that moment well. I was stuck in the traffic on rue de la Loi, listening to the news and I suddenly thought about all the different people that live in the city, about the fact that they know so little about each other and yet have so many negative judgements and feelings towards each other. I thought “this city is torn apart: it&#8217;s time to make a film about it!”.</span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">That is why I called my film “Au boulot: het is tijd om te dromen!”. More than a title, this is a constant reminder of what I mean to do with the film. It is my way of saying “let&#8217;s get down to the real urgent work” and this work is of the order of dreams, not those night visions that evaporate as you wake up, but the truly visionary acts that can change one&#8217;s perception. </span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">It has been a real struggle for me to write these lines because in the last weeks I had the feeling that gaps were widening and that perceptions of the city were getting more and more distant and  irreconcilable. A concrete taste of the “the torn apart city” was served up right in the streets I walk by every day and where many of my friends live. I am referring to the urban violence that broke out in St.Gilles after the police shot and killed a fugitive offender who lives in the neighborhood. The violence of the youngsters, the violence of the police, the violence of the politicians who brandish “zero tolerance” as the cure of all evils and the violence of citizens reacting on the newspapers websites – there seemed to be no end to it and no chance for a form of self-criticism, an attempted apology or a constructive gesture. </span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">A film is not there to solve the problems of a city, nor to tell people what to do. A film is a creative gesture, as such it feeds on the existent to restitute one&#8217;s reflection in the form of a vision. For the public session I chose a picture of the Brussels skyline and I turned it upside down. I didn&#8217;t mean to be rebellious or anything, I just reversed the picture and took a look at it. Nothing had changed and at the same time everything looked different: the city was suspended on a sea of clouds, with towers and cupolas dripping into it from a heavy mass of colorful houses and gaping windows and with a row of cranes paving an imaginary path&#8230;</span></span></span></p>
<p><span style="color:#c0c0c0;"><span style="font-family:Gill Sans,sans-serif;"><span style="font-size:small;">This is what I would like to do with “Au Boulot”, play with the ordinary images of the city, turn them upside down or sideways, re-arrange it. </span></span></span></p>

			<content:encoded><![CDATA[<p>I arrived in Brussels in the late 90s to witness a post-apocalyptic landscape of run-down blocks around the South station, strip bars on Place St.Gery and ether-sniffing tramps on the steps of the Bourse. At the same time, the cellars and attics of abandoned buildings hosted impromptu concerts, film screenings, exhibitions and parties.</p>
<p><strong>Sokotann, La Perruquerie, Tagawa, La Chocolaterie, Bunker, Café Bazar, Gare Bruxxel, Tour&amp;Taxi, Cinema Nova, Les Bains Connective, Polyclinique de la Culture, L’Illusion…</strong></p>
<p>Some places didn’t even have a name, some don’t exist anymore, others have become regular cultural venues. Some sites have been restored and converted to commercial use.</p>

<p>Ci sono città fatte di persone, strade, palazzi ed altre, metaforiche, dove le cose di carne e di pietra acquistano una dimensione nuova, quasi surreale. E’ il caso di Bruxelles una e trina. Capitale del Belgio, con i suoi palazzi ottocenteschi radunati intorno alla dimora reale, testimoni di una monarchia costituzionale nata nel 1830 e ibridatasi successivamente in stato federale, dove il re è re dei belgi e non del Belgio e dove esistono parlamenti separati per rappresentare le istanze regionali e comunitarie (francese, fiamminga, tedesca) di un paese trilingue. Capitale della comunità fiamminga, nonostante l’80% della città parli francese. Teatro perenne di una lotta silenziosa tra le comunità linguistiche. E soprattutto regione “Bruxelles-Capitale”, micro-regione priva capitale. Frutto di una mutazione politica che ha trasformato il territorio della città in una realtà regionale linguisticamente scissa, una specie di cerniera amministrativa che serve a tenere a bada la deriva indipendentista della comunità fiamminga.</p>
<p>A questa Bruxelles si sovrappone la capitale internazionale, sede della Nato, della Commissione e del Parlamento europei. Vecchi palazzi che si rinnovano. Come il Berlaymont, sede originaria della Commissione europea evacuata perché imbottita d’amianto, quindi sottoposta ad un lifting epico, dal quale riemerge con un look tutto vetro e acciaio. E nuovi palazzi che crescono, sotto l’impulso di un allargamento dell’Unione che promette di attirare un numero imprecisato di burocrati e lobbisti e che ha fatto di Bruxelles il cantiere politico della costruzione europea, oltre ad un cantiere reale che progetta uffici, sale stampa ed emicicli. Basta pensare alla vasta mole del Parlamento europeo, versione “xxl” della stazione Leopoldo I, la più antica del Belgio, che le sta proprio davanti e della quale ha conservato solo la facciata, in attesa di portare a termine un’inclusione globale.</p>
<p>I palazzi ufficiali della capitale d’Europa sono incastonati in un fazzoletto di terra rubato ad un quartiere residenziale e la cicatrice sociale con gli abitanti del vecchio quartiere si fa sentire ancora. Solo un paio d’anni fa  il frammento di stazione veniva occupato e investito da una serie di attività legate alla promozione di un’urbanizzazione equa e durevole. Chi è riuscito a conservare la propria abitazione è costretto a convivere in un quartiere lussuoso ma alienante, dove i prezzi e gli orari di bar e ristoranti sono allineati ai salari e ai tempi di lavoro degli eurocrati.</p>
<p>Città ufficialmente nomade. Teatro della surreale transumanza del Parlamento europeo, una volta al mese, nella sede gemella di Strasburgo, preceduta da un corteo di bauli accuratamente etichettati in modo da assicurare l’esatta ricomposizione degli uffici sul territorio francese. Luogo d’elezione per i summit europei, le riunioni del Consiglio d’Europa, i Comitati delle Regioni e soprattutto per l’avvicendarsi semestrale delle presidenze europee.</p>
<p>Istituzionale e un po’ anarchica. Come dimostra “l’ambasciata universale”, insediatasi nell’ex-ambasciata somala abbandonata all’indomani della guerra civile e trasformata in un centro d’accoglienza per immigrati senza permesso di soggiorno da gruppi che lottano contro le  espulsioni di clandestini.</p>
<p>Più che in altre città europee, l’identità di Bruxelles è intimamente connessa al suo vissuto architettonico e urbano. Vissuto segnato da momenti traumatici che hanno lasciato la loro traccia nel linguaggio delle gente. Solo a Bruxelles il termine “architetto” equivale ad un insulto. A coniarlo furono gli abitanti delle Marolles, storico quartiere della capitale, quasi interamente annientato verso la fine dell’Ottocento per far posto – ironia della sorte &#8211; al Palazzo di Giustizia più grande d’Europa. Così grande, eclettico e folle, che il suo autore, l’architetto Joseph Poelaert, lo realizzò senza piani precisi, condannandolo ad un’instabilità strutturale congenita. Ancora oggi il Palazzo di Giustizia sovrasta brandelli di viuzze antiche, alle quali si addossa un’accozzaglia di caseggiati popolari e abitazioni occupate dai depositi di antiquari e rigattieri.</p>
<p>L’hubris architettonica di Poelaert non resterà un caso isolato. Verso la fine degli anni 50 la distruzione sistematica della memoria architettonica e del tessuto urbano diventerà un processo talmente ricorrente a Bruxelles da finire per essere identificato con la città stessa, dando origine al termine “bruxellisation”. Intere porzioni della città verranno sacrificate per far posto a sterpaglie incoerenti o a complessi anonimi. Un anello di tunnel e pseudo-tangenziali si aprirà un varco attraverso il centro della città, separandola dai quartieri circostanti. Bruxelles senza scrupoli, poco rispettosa della tradizione ma capace di trovate avveniristiche. Come nel caso dell’Atomium, la riproduzione in formato gigante di un atomo di ferro, realizzata in occasione dell’esposizione internazionale del 1958. Nata per stupire ma non per durare. E amata a tal punto da essere diventata un oggetto da preservare ad ogni costo.</p>
<p>Oggi Bruxelles non è più la patria della “bruxellisation”. Anche se ci sono ancora esempi di “façadisme”, palazzi antichi di cui si conserva solo una maschera facciale, eliminando tutto quello che le sta dietro, le dinamiche cittadine hanno subito un’inversione di tendenza importante. Il centro storico non pullula più di palazzi abbandonati. Non si vedono più stabili anneriti dal fumo degli incendi, pratica dolosa utilizzata dagli speculatori per riscuotere i premi delle assicurazioni, che aveva creato un vero e proprio mercato dell’inabitabilità. Le sparatorie diurne tra gang rivali sono un ricordo del passato, così come l’uso del soprannome “Little Chicago” per caratterizzare l’atmosfera di certi quartieri del centro. Quella che fino alla fine degli anni 80 era stata una scelta politica precisa di trasferire i quartieri residenziali in periferie verdi e tranquille, lasciando il centro storico in balia di fenomeni criminali e speculativi, a partire dalla metà degli anni 90 si è scontrata con  forme esplicite di protesta civile. Fino alla svolta simbolica avvenuta nel 1995, dopo che uno studio condotto dalla facoltà di architettura della VUB, l’università fiamminga di Bruxelles, aveva identificato ben ventidue “cancri urbani”, zone di degrado architettonico e sociale, molti dei quali a pochi passi da luoghi illustri della città come la Grande Place. In quell’anno un gruppo di studenti di architettura, artisti e ambientalisti occupa gli stabili adiacenti all’Hotel Central, un’area di 16.000mq che si trova davanti al palazzo della Borsa e che gli amministratori pubblici avevano deciso di liberare dai vecchi inquilini per trasformarla in un lussuoso centro commerciale. L’occupazione durerà solo pochi giorni ma avrà il pregio di inaugurare un canale di comunicazione tra le autorità amministrative e la società civile, portando alla creazione di un comitato incaricato di elaborare progetti in grado di reintegrare le zone “morte” in un tessuto urbano vitale. Inizia l’epoca degli spazi ibridi: stazioni e piscine abbandonate riconvertite in centri culturali dove l’arte è quella dei “taggers”, degli artisti dello skateboard, delle tendenze musicali emergenti, della danza improvvisata. Uffici bancari trasformati in sale cinematografiche indipendenti. L’arte riporta la vita e la voglia di sognare nei quartieri e lo fa nei modi più bizzarri, trasformando le vetrine dei negozi del centro, rigorosamente vuote, in micro-spazi espositivi. E’ il caso della vetrina di un ex-macelleria, che per diversi mesi si riempì di riproduzioni in gesso, reali e immaginarie, di arti e organi vitali appartenenti agli abitanti del quartiere e contrassegnati dal loro nome. La città vuota diventava un’occasione di visibilità per gli artisti emergenti. I palazzi dove nessuno voleva abitare ospitavano atelier di artisti che periodicamente si aprivano al pubblico.</p>
<p>A quasi dieci anni di distanza, molti centri culturali esistono ancora. Gli atelier più informali sono scomparsi e gli stabili dove si trovavano sono stati trasformati in uffici o abitazioni di lusso. Gli artisti si sono ritrovati “talent-scout” inconsapevoli dei promotori immobiliari. Al posto delle vetrine surreali adesso ci sono bar, ristoranti e negozi alla moda. Ma la città continua a cavalcare una giostra bizzarra, dove i cavalli sono pony veri, sospesi tra frammenti di preistoria e di futuro. (Maria Tarantino)</p>
